Phase I Reopening Still Expected Friday, Northern Va. Region Asks to Delay

Gov. Ralph Northam expects most of the state to move into Phase I for business reopenings on Friday, May 15, but several Northern Virginia localities have asked to delay reopenings in their region.

Officials there are still concerned about the growing number of cases and potential hospital capacity issues.

Phase I would allow hair salons, barbershops and personal care businesses to reopen under certain guidelines. Restaurants would be able to use outdoor dining areas at 50% capacity, and non-essential retail stores would be allowed to operate at 50% capacity.

Virginia continues to increase its coronavirus testing, conducting 9,801 tests on Sunday. Northam says supplies of testing kits, swabs and PPE are now adequate and, later this week, he will announce a plan with retail stores across the state to provide walk-in or drive-through testing for the general public.

The Equity Task Force continues to work to provide support, training and information for Virginia's minority communities, including providing masks, hand sanitizer, and educational materials in several languages.

African Americans make up about 24% of positive coronavirus cases in Virginia while members of the Latinx community make up about 40% of cases.

State Health Commissioner, Dr. M. Norman Oliver, says that disproportionate Latinx number is due to outbreaks at poultry processing plants in the Harrisonburg and Eastern Shore areas. Oliver says the number of cases and outbreaks in the plants are trending downward.

Northam says the state's DMV offices will continue to be closed for in-person visits for at least another week, but that online services are available. When DMV offices do reopen, appointments will be required. Northam also asked teens hoping to get their driver's licenses to be patient.
